Superintelligence Must Have No Master

Imagine a world in which nearly everyone has access to an intelligence more capable than the best doctor, tutor, programmer, lawyer, scientist, or strategist they could ever afford. It helps a child learn in her own language. It gives a small business capabilities once reserved for multinational corporations. It accelerates medical discoveries, translates knowledge across borders, and allows ordinary people to create, organize, and solve problems at extraordinary speed. Now imagine that the same intelligence is controlled by a handful of institutions. They decide what it may say, what it may know, whose interests it serves, which countries may access it, how much it costs, what happens to the data it collects, which workers it replaces, and how the wealth it creates is distributed. The intelligence might be abundant. Power would not be. That is the contradiction at the center of the superintelligence debate. We keep discussing advanced AI as though it were primarily an engineering question. How capable will it become? When will it arrive? Will it reason, deceive, invent, manipulate, or escape? Will it cure disease, end scarcity, displace workers, or threaten civilization? Those questions matter. But beneath them lies an even more consequential political question: Who will control intelligence itself? One camp promises personal superintelligence in everyone’s glasses, phones, homes, and pockets. Another promises cognitive capability made as cheap and universal as electricity. A third sees a geopolitical and industrial race that must be won through extraordinary national mobilization. A fourth argues that frontier systems should remain behind increasingly sophisticated security controls. A fifth wants development halted until superintelligence can be shown to be safe, controllable, and democratically legitimate. These positions are usually presented as technical philosophies. They are also competing constitutions for the future. They ask who will own machines that may outperform humanity’s finest scientists, engineers, entrepreneurs, strategists, and institutions. They ask who will decide what those machines may do, whose values they will follow, who will receive…
