Artificial Intelligence and the Artificial Employment Rate (AER)

Something does not quite add up. Artificial intelligence can now write software, analyze contracts, produce advertising campaigns, answer customer-service calls, generate financial models, translate documents, summarize medical records, design graphics, perform research and increasingly operate digital systems with limited human supervision. Companies are spending hundreds of billions of dollars building the infrastructure required to deploy it. Economists estimate that enormous portions of the workforce are exposed to it. Executives openly discuss running companies with fewer employees. And yet, if AI is becoming one of the most powerful labor-saving technologies ever created, one number remains remarkably ordinary: the unemployment rate. In the United States, unemployment stood at 4.1% in August 2026. Employers added 162,000 nonfarm payroll jobs that month, while approximately 7.1 million job openings remained available. Britain tells a weaker but still far from catastrophic version of the same story. Unemployment reached 4.9% in the May-to-July 2026 period, while payrolled employment had fallen by 101,000 over the preceding year. Neither country looks anything like the mass-technological-unemployment scenarios that increasingly capable AI systems might seem to make possible. So where are the missing unemployed? The conventional answer is that AI simply has not become powerful or widespread enough to eliminate jobs at scale. There is considerable truth in that explanation. But it may not be the whole story. Technological displacement does not have to appear first as mass layoffs. It can appear as positions never created, vacancies never advertised, employees never replaced, hours reduced, career ladders narrowed, wages weakened, people shifted into different occupations and workers leaving the labor force altogether. And between weakening private demand for labor and measured unemployment stands another enormously powerful institution: the state. Governments tax, borrow and spend. They employ millions of people directly. They subsidize industries, guarantee loans, procure goods and services, finance infrastructure, support training, alter tax incentives, resc…
